Bull Mountain residents who want a voice in how Washington County notifies the public about land-use changes will have an opportunity to weigh in at a public hearing July 15.

The Washington County Planning Commission is scheduled to consider Ordinance No. 915 during a 6:30 p.m. hearing. According to county land-use records, the ordinance would amend rules governing public involvement in the planning process, including provisions affecting the Bull Mountain Community Plan, the Comprehensive Framework Plan for the Urban Area, the Transportation System Plan and the Community Development Code.

The county has not released the full text of the ordinance or a detailed summary of the proposed changes to public notification or engagement procedures. The meeting agenda is expected to be posted July 8, one week before the hearing.

Bull Mountain's role in the process

Bull Mountain is in unincorporated Washington County, meaning land-use decisions are made by the county rather than the city of Tigard. The Planning Commission reviews proposed changes before the Washington County Board of Commissioners takes action. For some plan amendments, the commission has final decision-making authority, subject to appeal to the Board of Commissioners.

The hearing will be held at the Charles D. Cameron Public Services Building Auditorium, 155 N. First Ave., Hillsboro. Residents also may attend virtually. Participation instructions will be included with the meeting agenda.

What comes next

If the Planning Commission acts on Ordinance No. 915 on July 15, the Washington County Board of Commissioners is scheduled to hold a public hearing at 6:30 p.m. Aug. 25. Residents will have another opportunity to provide testimony at that hearing.
