Tualatin's downtown is getting a $740,000 boost from Metro to fund the next phase of its revitalization plan, city officials announced July 10.

The grant, awarded through Metro's 2040 Planning and Development Grant program, will pay for Phase 3 of the Downtown Revitalization Project. That phase will produce an urban design framework and updated development standards — a community-informed blueprint for how new buildings and public spaces should look and function as the area grows.

"Downtown Tualatin is poised for tremendous growth, and this project stands to bring a wave of new investment and development," Mayor Frank Bubenik said in the city's announcement.

Phase 3 is scheduled to launch in fall 2026. The city has not announced a specific month or public meeting date.

How the project got here

The Downtown Revitalization Project launched in April 2025 and has moved through two earlier phases:

• Phase 1 gathered community input and produced the Downtown Tualatin Identity Study.
• Phase 2 partnered with the University of Oregon's Sustainable City Year Program during the 2025-26 academic year. Hundreds of students developed renderings, market studies, site analyses, floodplain research, and architecture designs addressing specific downtown challenges.

Phase 3 will synthesize all of that work into binding design standards and a framework the city can use when reviewing future development proposals.

The bigger picture

Tualatin was one of four projects funded in this grant cycle. Metro Council approved nearly $2 million in 2040 grants overall, according to a Metro announcement published July 2. The program has distributed more than $30 million to 135 projects across the Portland region since 2006, funded by a regional excise tax on construction.

Tualatin, a city of nearly 28,000 residents at the crossroads of Interstates 5 and 205, has commuter rail access via the Westside Express Service. City leaders have framed the downtown district as ready for redevelopment, and the Metro funding gives the project a significant outside investment to move forward.
