Tualatin Valley Fire & Rescue's board of directors is set to vote Tuesday, Sept. 22, on a policy that would formally designate the fire chief as the agency's chief executive officer.

The policy, Board Policy Section 6.1, is listed for a second reading and requires board action, according to the agenda. Fire Chief Deric Weiss presented the first reading on Aug. 25 and is listed as the presenter again Tuesday.

The full text of the proposed policy has not been made public in the agenda materials. What authority the designation would formally grant Weiss beyond his current role is not clear from the documents available.

A new Community Services policy is also before the board. Board Policy Section 11 gets its first reading, presented by Division Chief Smith. The agenda includes no details on the policy's scope.

Beyond the two policies, the board has a full slate of new business. CFO Colgrove will present a Washington County Strategic Investment Program intergovernmental agreement, a property tax abatement program that requires fire district participation under Oregon law.

Chief Hitt and Travis Stanley will present a pumpers purchase, and Chief Hitt will also bring a manufactured home surplus sale and a standards of cover update. Weiss is listed to present a REACH Agreement, though that item is not marked as requiring board action.

The agenda is not all governance.

The agency will recognize three Government Finance Officers Association awards: the Distinguished Budget Presentation Award for fiscal year 2026, the Certificate of Achievement for Excellence in Financial Reporting for fiscal year 2025, and the Award for Outstanding Achievement in Popular Annual Financial Reporting for FY 2025. CFO Colgrove and Director Smusz are credited with the honors.

The board will also enter executive session to consult with legal counsel on current or likely litigation and to consider information preliminary to a final policy determination.

The meeting takes place at TVF&R's Command and Business Operations Center, 11945 SW 70th Ave. in Tigard. Residents can watch via livestream on TVF&R's YouTube channel.
