Art Rutkin Elementary School scored higher than any other Tigard-area school in U.S. News & World Report's 2027 elementary school rankings, landing at No. 27 out of 721 ranked Oregon schools.

The school earned an overall score of 96.39 out of 100. That puts it in the top 4% statewide.

U.S. News rated Art Rutkin's math performance and reading performance each as "well above expectations." Seventy-five percent of students scored at or above the proficient level in math, and 73% hit that mark in reading, according to the school's U.S. News profile.

Those numbers stand out against the Tigard-Tualatin School District (TTSD) as a whole, where 40% of elementary students tested proficient in math and 51% tested proficient in reading. Statewide, Oregon's averages were 35% in math and 43% in reading.

Art Rutkin serves pre-kindergarten through fifth grade at 15600 SW River Terrace Blvd. The school has 131 students and nine full-time teachers, all certified, for a 15-to-1 student-teacher ratio. Fifty-eight percent of its students are economically disadvantaged.

The school opened in 2023 after voters approved a $291.3 million bond in 2016. It sits on 9.5 acres within the River Terrace community on the western edge of Tigard's urban growth boundary, as Valley Times reported Oct. 28.

The ranking arrives during a period of change for the district. TTSD is planning to close one of its 11 elementary schools beginning in the 2028-29 school year, citing declining enrollment from lower birth rates.

Superintendent Iton Udosenata told the TTSD school board Oct. 26 that a school has been identified, and he planned to share a detailed report at the Nov. 9 board meeting.

As we reported Oct. 27, the district has not yet named which school will close.

Seven other Tigard-area elementary schools also appear in the U.S. News rankings: Mary Woodward, Durham, Alberta Rider, Deer Creek, Charles F. Tigard, Metzger and James Templeton. Their individual statewide rank numbers were not available in the data reviewed.

The rankings methodology, published Oct. 19, weights math and reading proficiency at 50% and math and reading performance relative to socioeconomic expectations at 50%. The rankings draw on 2023-2024 school year assessment data. U.S. News ranked 46,713 elementary schools nationally.
